FX installing not working

I tried to put toyman's planes FX on the game but it would show up even thought I followed all the steps

i just finished thing_stretchy_fist, i thought i had done it wrong but only put it in the wrong dat,fx file locations. I put it into the base game instead of ffx or the mod i wanted. i believe you can copy and paste it to each mod and ffx, not sure how, but imma bout ta try, Woot! pretty sure it's easier than we make it out.
