Needing advice

I was wondering if someone could me with a question I have.
I been working on some Maps..n was wondering
Why some objects once implemented into the maps unlike others obejects..cant be moved and are fixed in place.
As well as some Objects appearing partially below the Maps and cant be moved..?
If anyone can help me with this I would greatly appreciate it.
