Requesting help with a skin: Cosmic Man

This is a character from Action #258, but I know the story has been reprinted several times. The only ones I have, however, are in black and white. If anyone has this story in color, please let me know what his color scheme is. I seem to remember that he is blonde and his shirt is orange (or gold, like Aqaman's) and he has a red "C" on his chest and a red cape. I may be wrong, though, so please let me know.

I think it is really strange alot of the older heroes go around in speedos or for Cosmic Man no pants and boots. Must have been a shortage in pants for costumes.

Im actually looking forward to this skin. Its certainly an interesting costume. Pantslessness aside, I like the yellow and green, and the scales on the tunic deal.

Whats the deal with Cosmic Man, anyway? Is it just some way to trick Superman and its a robot or something, like in all those Silver Age stories?
