Ok so you create a hero what is or what should be the standard or limit in points? Other words is 8000 what's to high or what's to low I don't want to be too strong or to weak. For example what would superman be in point value if he was actually in the world of FF in comparison to like minuteman?

I don't know that there is a standard.   And a lot of it is going to depend on what you're building the character for.   If you're building the character for on-line play, then it will matter but even then it will be dependent on whom you're playing with as different groups have different standards.   If you're building at home for you your own use, then it really is up to you.

In my own case, my Superman is 28000 points; my Wonder Woman is 25000, my Batman 18000, my Aquaman (on land) 15000.    My Avengers are similar costs.   But then again these are heroes who are supposed to be very experienced, and my goal was making them feel comic bookish.  Game balance wasn't my concern.   And I'm happy with these.   But I can't guarantee what works for me will work for you.

Build them so that you're satisfied with what they can do.

There's a great guideline to making hero/villain files on alex's freedom fortress (http://www.alexff.com/herotips.php).

Spoiler
As it says in Tip #12, there is no real magical number. The real magical number is just what your hero files happen to end up around on average. I try to base my heroes/villains on each other, thinking of Tip #2 (It's all relative) almost all of the time. I've never really set a formula; I just base my heroes on one another with relative stats.

My hero files range from 5,000 pts - 50,000+ pts, but all of my hero/villains can put up a good (and sometimes interesting) fight. Sometimes my heroes end up being high in price just because of them having a wider range of powers than some other characters that only have one power set (super strength), but the gadgeteers still lose to them (occasionally).

I usually try to make my hero's true to their characteristics. But DC and marvel Leaders will net you from 10000 to 15000 even if you make them modestly. considering that the Major villains in the game are in the 28-40k range it's not a bad Idea make heroes like, superman, Thor, and hulk in the same way. They are all Heavy hitters. Really though, whoever you love the most, there is absolutely nooo problem in being as biased as you want

Most of my characters tend to cost 6-7,000 points (moderately powered characters like Beast, Daredevil, and Pyro), 10-13,000 points (Captain America, Banshee, and Storm), 15-19,000 points (Hulk, Magneto, Professor X and Silver Surfer), and a select few go beyond (Dark Phoenix, Galactus, Thanos, etc).

It really depends on the system you start with. Make a few characters with varying powers levels then start comparing/contrasting them. A pretty obvious pattern should begin to appear. :)

ok sounds good so I should not freak out that I have some double the point value of Minute Man or Man-Bot

Oh, defenitely not :P

Superman (if you are basing your hero/villain files on the Freedom Force ones) has been shown and described as being much more powerful than perhaps all of Freedom Force combined.

When making hero files, I never even look at the points at all, otherwise you might not be able to make a character to their actual potential.  My Quasar hero file was around 50,000 only because I had to give him alot of different types of attacks his quantum bands can do, same with my Green Lantern hero files.  But if his shields arn't up, he goes down prety easy still.

Yeah, it all depends on what you want to do.

For example, let's say I'm working on a mod with both DC and Marvel characters. I can either try to go straight by the comics which would probably lead to large point differences among them or I can set a general point target and just try to keep the flavor of each character.

For Rumble Room fights I would probably use the former method.

This is always a fun topic.  One thing I keep in mind when making my hero files is that if you're going to compare your characters to the characters already in-game, these characters are based off how characters were made in the 1960s.  In comparison, most characters made today or characters as they are today are generally more powerful than their 1960 era counterparts.  So, in my opinion, trying to limit characters to a comparable scale to Freedom Force characters would be limiting them.

Of course you have to find your balance between whether you want them game/comic balanced, but even if you went for them to be powered to their comic characteristics it doesn't mean they're not balanced with the game, as it's been pointed out some high CP characters might just be offensively strong and not defensively sound.
