Maybe I just never came across it, but I've never seen a Shocker skin/mesh for either game. Anybody know where I can find this Spidey villain?

There's quite a few. One by Syn that may be hard to get as of this moment. Two or so were made by C6. If you have my Spidey mod downloaded, one of c6's shocker skins is already in it...and that's all that immediately come to mind.

Beyonder did a mesh called Male_muscular_gauntlets that comes with a shocker skin by Paradox, I can't find it on the master mesh list and it's not in any of his groups. PM and I will send it to you if you want.

i skoped beyonder's mesh onto vertex's havok mesh, so he's got cool animations and shocker type fx that appear with ranged animations

Awesome, thanks! Snatched up that Beyonder mesh and some Havok keyframes, though that vx version sounds pretty darn cool...
