I've seen Oliver drawn as big and muscular as Bats in the comics. Oliver trains just as much as Bats too right?

I expect that it would rather depend on what you were talking about.  In terms of power each could put into a punch, probably Bats.  In terms of lifting power, well, probably Bats too, but in terms of drawing power, Green Arrow.  There was a nice bit in Kevin Smith's run on Green Arrow where he talked about the Odysseus' like draw strength on his bow, and how crazy tough it was.  This of course translated into really impressive strength in his arms and chest.  The moment came as he choked Solomon Grundy with his bowstring, so it rather neatly emphasized the concept.  It was a nice little moment that helped cement the idea that he's more than just a guy with a bow, he's actually a pretty amazing individual on top of that.

Bats is depicted as being as strong as human of his size and built can possibly be. He had some ridicilous strenght feats over the years too, but that's comics for ya.
So ya in terms of lifting and hitting strenght Bruce for sure, but drawing power like Benton said it's Ollie. It's just the skillset they both relly on respectively. I doubt they have same training regime since they use different tools for crime fighting.

And never go by how the artist draws a character, some artists depicted Batman being as big as Superman and we both know the strenght difference between the two. Some artists just draw everyone bulky (Ed Mcguiness for example).

It could also depend on which muscle groups to two men train.  As stated GA has drawing strength which means he's training his triceps, which are a much larger muscle than the biceps.  Bats does an overall intense physical workout that probably has him training for strength and speed.  He's more about reaction times.

Historically, archers had big arms because they needed great drawing strength.  Anyway, yes Bruce would pack more puch than GA, but GA has him beat on draw strength.

If GA has more strength to draw a bow than Bats does...

By implication, you really don't want GA to wrestle with you, and you especially don't want him to put you in a headlock...

Still, as I recall Arrow is usually depicted as being very acrobatic, like Batman.  That kind of agility requires excellent muscle tone overall.  I suspect that they are physically very close in strength.  Batman has the edge in hand-to-hand fighting because of his martial-arts training and his belt of many tricks.

If GA and Bats ever fight(again) Bats can take off that belt and give GA an old fashioned south Gotham whuppin'

If we're talking real life portrayals of the characters, I think you could put Stephen Amell up against any past or present Batman (or even Superman) actors
