I can't remember where I read it, but the article was written as if it had been announced... Although I haven't seen it announced.

Heard a similar rumor.  The two leading candidates for what the TV show project is are

Hulk and S.H.I.E.L.D.

but it IS Whedon so it could be something else entirely.  I would not be surprised to something that could introduce new characters to be used in the context of Avengers 2 down the road.  Personally, I would not mind seeing

I would love a good Marvel TV show regardless.  I would prefer for it to be set in the movie continuity if possible.

The movie continuity is almost a definite.  My only question is will the events of the show be post Avengers film at first or will it all pick up prior to the events of the film?  Neither would surprise me.  Given that it is TWO YEARS until the second film, it wouldn't surprise me to see one season of pre-Avengers 1 and one season of film leading to Avengers 2. 

Hasn't it been said somewhere that all the live action "Marvel Studios" stuff will be in the same continuity and same universe?

Some of the earlier plans for the Hulk series made it sound like it was separate.  Those plans sound very different from whatever is being planned now, though.

Are movie rights connected to TV rights? Or would a live action X-Men universe show be doable?

No matter what, this TV show we know nothing about is extremely exciting anyway.
