Is there such a thing as the Rumble Room  , only in the first part of  ?

Yep, it's called "The Danger Room."

If you've got FF original off Steam, it should be there.
If you've installed it off disc, you'll need to find a patch, as it was part of the 1.1 patch to Freedom Force and not released with the game originally.

This should do the trick, the 1.2 patch:

Ahhh, I'd forgotten about the patch...it's been so long since I actually installed the game....
