What do I think? I'm thinking Johnny Quick should spend less time making out with that girl in the bottom right and more time asking her for advice on improving his wardrobe. Particularly from the waist down. Ugh, that's terrible.

3.5: It's a classic costume that could really use some tweaking.  The yellow legs don't quite work, the gap between mask and shirt is a bit weird, and the symbol could use more emphasis.

4. This is another one that you really have to consider the era that it was created in, so coming from that perspective, I do like it.

Very generic and boring even when I consider the Era he comes from. The Phantom, Superman, Batman, Jay Garrick etc, all came before him and had much better deigns.

Went with a 2.
I kinda like aspects of this costume, like the colours and basic layout, but there's a number of things that just don't work. The logo seems small and missable, that neck line is embarrassing, and I don't really like how the mask just ends at the neck.

By the way, Johnny had several versions of his costume before it came to this.  And even then his belt was black before A*SS.

I think the costume isn't that bad. Red and yellow make a decent combination, given that they are almost right next to each other on the color wheel. The black mask draws attention to the face, while the red and yellow are light enough to not disrupt the hierarchy of elements. The focus is obviously on the face. It may be improved by changing the black mask color to a dark blue or navy color. Navy often makes a good substitute for black, as it is one of the colors with the least luminosity, while providing some interest as well as maintaining the feel of a neutral color. Had the change occurred, the color palette would be triadic, and typically this pattern of arranging colors on the color wheel is known as being "good" as according to color theory. The silhouette the character's design creates is pretty under-exaggerated and somewhat bland, and it doesn't do well to make the character immediately identifiable. The insignia is difficult to distinguish from the rest of the costume. Not only that but I'm not even sure what its supposed to be, feathers?
