Silent Storm and the Mysterious Mod

Howdy gents, I don't know if there is anyone on the boards that has ever played, much less modded, the game Silent Storm:

But, if by chance there are some among you with this (now) very rarefied experience, please give me a hand.  I've been wanting forever to make a G.I. JOE mod.  As a matter of fact, when I first came to FR, I thought to make one with FF1, but that turned out to be a bad idea.  Anyway, I've always thought that a Jagged Alliance style game would be a perfect vehicle for the JOEs, and I was thrilled when Silent Storm came out, complete with a seemingly impressive editor.  I've been meaning to really do something with it for years, and I actually have tinkered with it from time to time.  However, I've never managed to figure it out, and I've always been more interested in FF.  This week I reinstalled it with the intention of just throwing something really small together one evening for my own enjoyment.  So, I do a real simple modification, changing the German troops so they look more like Cobra Troopers using the built-in elements, but imagine my surprise when I go to play the campaign, activate my mod, but find nothing changed at all.  A night of experimentation taught me that there was nothing I could do to actually affect the playable game, even though I could test missions in the editor, and they'd show up correctly.  Does anyone happen to know enough to tell me how to fix this?  Am I better off waiting in the vain hope for a Jagged Alliance 3?

Unfortunately, I'm one of those rare birds on these forums that got into Silent Storm and Sentinels, but my modding expertise is, uh, limited.  The modding/editing for that game was really backwards from what I recall, requiring you to change multiple entries in a database.  I tried some simple uniform swaps, and seemed to run into a problem adding anything not already in the game.  The bottom line is I'm not much help.  Most of the mods for that game seemed tied to adjusting equipment, not adding new skins and textures, and I think it was for a reason-- adding new content is just plain difficult.  Great game, but way overstated in the "editing" component.
