Not an option because Fusion isn't on the skope list.

Another posibility you might try is combining the long skirt (not sure of its proper name) from either tommy's Medusa_snakehead_legs mesh or his female_tv mesh with the space collar from either his female or male tv meshes.

If you can skoping permision from Lord Ehmsidy, his Spartan-version 2 has a collar piece that might fit as well http://www.geocities.com/lor_ehmsidy/s_v2.jpg

Yeah that's actually my default plan. I wanted to know what other options I have though.

Unless you can change the mapping for Spartan it won't work.  It is a "mirror" skin.  What ever you skin for the front is also on the back.  Look at Tommy's Ironman MK 20.
On that mesh it has a large collar that you could use.  Just paste the piece twice and rotate the second one 180 degrees.  That could work for you.
