Well, I've got him in the DCUG.....let me see....he's a standard street level fighter, good, fast, higher agility.  I even give him a passive defence that allows him to get even more dodging in.  I also give him a small area attack of mental blank to simulate the confusion his yellow q gas causes.  I also give him a proximity projectile with short range for his q cards (also causing blank), and finally a direct attack with blank to show him outwitting opponents.  You could also substitute genetic damage for the last one, to show him spotting weaknesses.
