Some one up to tackle Uncle Yuan?

UY is an RPG character I was playing when I really got active on the boards.  He has never had an anything in term of FF stuff.  No skin.  No powers.  No idea what mesh to start from.  Nuthin.  Part of the problem is that I've never even codified his powers, although his CoH version is a Controller, and that's pretty close to what I was playing him as an RPG character.


And I haven't the slightest idea where to start.  Is there anyone out there who'd be willing to work with me to get a good, useable UY for the game?
