Actually, every adult male in Switzerland is part of the army reserve.  Every single one must be army trained, and must own a military weapon, which they must keep in their homes, in battle-ready condition, at all times.

The only way to be neutral is to be able to whoop the tar out of anyone who ever thought of invading, which the Swiss can.
