Evil Hulk = Dick Durock, who also played Swamp Thing in the films & television series. I really liked the 2nd Swamp Thing movie a lot.

I love how they use the ripped-up short to hide the fact that Evil Hulk has nowhere near the physique of Lou Ferrigno, and is basically just a tall guy with frizzy hair.

Yeah. Dick Durock was a stuntman/actor more well known for portraying Swamp Thing. He was a big guy (IMDb describes the former marine as "big, brawny and imposing"), but he was no  former Mr. Universe.
