Haha, thanks JJ.  I originally posted a plea for help, because I was completely stumped.  However, after doing something that I thought would be completely idiotic (adding a marker line to my briefing cutscene), the issue was suddenly resolved.

You mean markers beyond the standard 'skirmishspawn', 'encounter1', 'hero1' and so on?

Yeah, I mean that occasionally your briefing entry will need to have a line for marker:
