Actually, this one is being made by Obsidian, the developers behind Neverwinter Nights 2 and Knights of the Old Republic 2.

Bethesda is the publisher, Obsidian is the developer.  Video games are like movies.  One company makes the game/movie, another one distributes it to the game stores/movie theatures.  Sometimes they are one and the same, but usually not.  Since the distributor/publisher's name is the bigger one and the better known, most folks assume that they make the game/movie, but they only distribute it and often fund it.
