Firey Heroes and Villains

More than anything else, I struggle with rating fire-based heroes and villains.  Firebrand, the Marvel villain, can melt Iron Man's armor in very little time.  I give Iron Man the body armor attribute (10 or 20, iirc) so that pumps up Firebrands flame power to high, very high, extreme.  Johnny Storm on the other hand can melt boo-wits if they come too close.  So he should probably have very high or extreme flame powers, but I can't recall him ever melting the armor off Dr. Doom, but I'm sure he'd like to.  I'm sort of convinced Johnny has more heat power than Firebrand.  Is there a swap I could use, like mental damage, for Firebrand that would let him bypass body armor more easily?  I think mental damage bypases body armor...I'll double check.

Mental damage bypasses all invulnerabilities.

Here's the scale of Mental damage:

Weaken, Speed Decrease 1-13
