How can I add the 'effects' to a mesh? I wanted a version for Ice queen (FF1), but I couldn't find one.

Is there a tutorial to achieve something like this?

I tried the tutorial but im not geting any results. I tried it again with El_diablo again and it works, so i dont know what went wrong with Ice Queen :(
Also i see only her icicles in the preview window of NifSkope.
