I think someone has it hosted somewhere for exactly this purpose, maybe?  I'm afraid I can't remember, as it's been ages since I reinstalled it.

no, the link to the proper net framework is dead and I do not know where to find the right one or how to command my computer to read it

I think I found the exe on my computer:

See if that works for you

I keep getting directed to thisf ramework thing, but the version specified isn't available and installing 3.5 has done nothing, is there a secondary step?

I think you need version 2 which isn't directly offered anymore, but you could try this:
https://www.howtogeek.com/880208/how-to-enable-net-framework-2-0-and-3-5-in-windows-11/

It looks like 2.0 support is included in the 3.5 version, but you have to manually tell windows to enable it. Depending on how the app is looking for the .NET library this may or may not work.
