You could say it's a spiritual sequel to Freedom Force.

I'm downloading it now, but I see that modding is practically non-existent. Anyone tried it?

Its more a turn based rpg instead of a more real time  :ffvstr:. Also modding for newer games is very rare as devs don't release the mod tools. Read Dead redemption is the only exception

Why don't you try MegaGlest?

It's an RTS game. Fully moddable without coding knowledge.

I've successfully converted FF Cyclops and Hulk in the game before. With matching powers too.

The downside is, it has only 4 functions. Attack, Move, Stop and Build.

So my Cyclops only does optic beam. And Hulk keeps pounding. Like an RTS game.

Is it like master of magic or civilization?

No. It is similar to Warcraft 3.

It was very fun for me. And I don't even know how to code.

You could make factions. Or just plain start with 1 hero against a horde.

And the MegaGlest max tools are compatible with FF. Just change the scale and export it directly ingame.

I had good memories of MegaGlest. And it's easier than Warcraft 3 too.

Nexus mods community. It's just Unreal engine so it just uses all the same standard modding tools.
