looking for a nightwing skin and mesh (also a good spot to find some other comic book characters

So, that's just a skin.  You can find an explanation of skins and meshes here in Alex's FAQ:

Basically, you need the 3D model for that skin to go ON.  You'll find the model described in the readme in the skin folder.  I think it's Ink's Nightwing (best double check), which you can find here:

Follow the instructions in Alex's FAQ, and you should be good to go.  You might have to convert the mesh.  See the FAQ about EZNifConvert, which is on Alex's site and is super easy to use.

From the looks of things, you just downloaded the "Skin" (texture file), so you will also need the "Mesh" (3d model and keyframes/animations). You could find those here:

lol i think the walking might be messed up, he keeps taking one step jumping and flipping. don't suppose i can fix that

Haha!  I said something very similar about those keys when I saw them years ago.  They're neat, but they are a bit strange.  However, you absolutely can change it.  You have two options. 

Remember, always backup whatever you're experimenting on or changing.

One: You can swap out the animations, the keyframes.kf, file, with some different compatible keys.  Now, different types of meshes take different types of keys.  The readmes should tell you what TYPE they can use e.g., "all male_basic", etc.  I don't remember what that Nightwing uses off the top of my head, but you can always experiment, just throw different keys in and see if they work.  Generally speaking, only male keys will work in males and female keys in females.

Two: This is more involved but gives you a TON more options and flexibility.  You can actually edit keys directly, using a program called Nifskope.  It's actually quite easy to use:

That will tell you the basics about it.  Essentially, you can download this program, and then open keyframes.kf files in it, and you can edit and manipulate them.  What you want to do is replace an animation, which is actually pretty simple.  First, you can open up CTool and look at the animations.  If the mesh has a second run animation (and I think it might), you can literally just swap the names in Nifskope, save, and you're done.  If not, you'll have to find a compatible set of keys, copy their run animation, and paste it into Nightwing's keys.  Here's another tutorial which will outline things:

Character Tool (CTool) only lets you view and try out animations.  You can't make any changes with it, unfortunately, but that is what Nifskope is for.
