This is a character named Earthshaker. I have no other information on him. He would make a nice base for another cyborg, but is he scopable? Is he releasable? Who even did him in the first place? I may have found him in my wanderings on The Wayback Machine, but I have no idea.

I'm pretty sure he's one of Valandar's creations, so he should be Skopeable. I was actually looking at some of those as well. :P
