Is there a skope of him with proper keyframes of him spinning all the time? I know that there's an old skin of him but I'm not sure if it has keyframes.

I'm not sure which version of the Top you're envisioning, but the old Roscoe Dillon version didn't spin all the time, in fact I don't think he picked that up until later on in his career, relying more on specially crafted tops (similar to Capt Boomerang and Mirror Master) to pull off his heists. I think there's also an FFX attribute that will give him a spinning attack, but without looking at it right now I can't give you better info than that.
That being said, if there are skin/mesh options other than the one that Vigilante did, I'd be interested to know about them, as well.
I've got skins by Friction, Bloodshadow, and Angry Red Herring for The Top and The Human Top. While I know they are different, the skins I have look very similar.
