So my sister's fiance is from pakistan, and during one of our nerd conversations a week or so ago (he's a nerd at heart, but he's kind of a casual comic fan), he lamented the fact that there weren't a lot of heroes he could get away with dressing up as... I brought up a couple (mainly Pavitr Prabhakar because I was reading through Spider-verse at the time, but I remembered Simon Baz as well) but it's been on my mind and I was wondering if there was anyone in particular you guys could think of.

What Benton said. My sister's progressive, sure, but she doesn't swing that way. :P
To be fair, my mind does immediately jump to characters like Ms Marvel and Dust, because they're both awesome in their own way (and if we're gonna talk cool Middle Eastern characters, they did kinda deserve a mention), but since the purpose is to give options for cosplay and dressing up for him, that is where my focus lies.

He could always do his own take on a character. Take one of his favorite heroes and make something Middle Eastern out of them. Wouldn't be the first nor the only time that anybody has done something like that.
And if he doesn't want to do that, he could always take an Elseworlds character and work with that. There was a team of Middle Eastern Avengers that exist, somewhere.
Comcast/Black Box (http://marvel.wikia.com/wiki/Garabed_Bashur_(Earth-616)) was a good guy in Cable & Deadpool, which comprised a good percentage of his appearances (mind you he came back from the dead and was a bad guy again in Way's Deadpool run)

Yeah, totally forgot about all of those (though I'm not sure I even knew who Sandstorm or Super-Shayk were). Though Black Adam is arguably a villain. I think he goes back and forth.

From what it sounded like, Tomato's friend was going for heroes. Black Adam isn't your typical "hero", heck, he isn't even your typical "anti-hero."
Much closer to Dr. Doom than, say, the Hulk.
