I just started the Ostrander Run after the New Suicide Squad and the Suicide Squad Movie intrigued me and it's been pretty fun. I deleted all my prior hero files and I'm starting from scratch so I can find a new balance so that I won't have stuff like Killer Croc trading blows with the Hulk. I'm pretty proud with how my Deadshot came out, with a lot of varied skills (Though I feel like this could have been more varied). I was hoping someone could do an Incendiary/Explosive Bullet FX.
I've been giving most of my squishies some Body Armor lately, it helps them to fight a bit more longer when fighting among characters with the similar power level, but does barely anything when going against characters from a different weight class.

I've also been focusing on stuff like Skill Levels, since the extra oomph in damage and knockback/stun% can be toyed around with to be much more finetuned with what you want. Like you can see both "Weighted Bullet" and "Armor Piercing Shot" both have Medium Knockback but since the latter is at the max level, it'll have a bit tiny more distance when compared to the former.
Additional Stuff
I'm starting to think like 4 Speed and maybe 4 Energy is gonna be mandatory for most of my Hero Files since 3 Speed is ridiculously slow and 3 Energy that's regenerate fast enough.

Any particular reason that you set Deadshot to have 3 Endurance? Usually, I see only normal goons and the average citizen with that health and the garden variety of heroes and villains usually with 4 Endurance (unless they're not physically fit). I'm guessing that's just how you're going to balance out this new set of characters. :P
idk, I always set my human characters to 3. If they're known to have body armor I give them 4 (So I'll probably bump this up). I give them 5 if they're a meta just to show that they're on a higher tier than regular humans (But not always sometimes I just keep em at 4 if they're a meta and have no special protection). I go 6 if they're known to be hardy like they have super strength and durability then a 7 if they're a big guy, after that I just compare them to Superman/Hulk. I suppose I can bump these up by 1 and maybe that'll be a bit more fun since they won't die as fast.
I was just wondering. Seems like it could be fun. I've never really tried balancing my heroes with that kind of health.

Well I played him with a few thugs, and it took like 3 Wounding Shots at the least to kill someone, 2 for Weighted Bullet, but only 1 for Armor Piercing Shot and High Caliber Bullet, which is what I was going for in the first place. So it's pretty good in terms of damage from my opinion. Now the Thugs have standard 3 Endurance IIRC so I'm guessing if they had 4 Endurance there'd probably 1 extra of each with the exception of the last one which deals like 30 Damage without Resistances Modifiers which would deal considerable damage to even a 5 Endurance Character which has like around 50 Health IIRC.

Also, one thing with "Back Off" is that when a character has a strength of 3, any KB other than Extreme (sometimes High) doesn't work. It might look weird for a normal person to have an Extreme KB attack, but I think in gameplay, it works really nicely. Sometimes it doesn't work; other times it knocks other characters of the same weight back a good meter or so. High fails a bit more often, but for some characters, that's fine.
I usually give characters that are martial artists at least one attack that can kick or punch a foe backward to give them some breathing room.
P.S. Characters with 5 Endurance have 110 HP and characters with 4 End have 70 HP. At least, on Very Hard they do :P

I've been following a few guidelines when making my HeroFile, I try to make sure they don't end up invincible from people as the same tier they're as. I liked how in the Suicide Squad Mod in FF that your heroes were incredibly fragile, though I was kinda disappointed by the lack of variety in skills which is what I'm currently doing with my Hero Files. I'm also making it so that most skills are usable at the start so there's rarely any Medium or High Energy Skills (And then, they're often reserved to be Super Powerful Attacks) unless they're really needed that way the AI and you don't end up using just one skill the entire time. I'm thinking of maybe doing a Suicide Squad Mod based off these guidelines in the near future once I have the freetime
UPDATE:
Played Deathstroke, he's also pretty cool. He can tangle close range since he's dodgy and a bit resistant to most damage because of his armor, and if someone is too tough he can throw minibombs at them to stun them and escape so he can wait for his Energy Staff to get ready. I also play on normal Freedom Force Energy Mode, by that I mean the overspend tickbox is unticked.
