Actually, I have. The term was used much more frequently in texts written prior to 1900

Well now, I'm no expert, but it seems to me the obvious answer behind the whole overwhelmed / underwhelmed thing, is that being whelmed is the normal human condition. By this I mean to say that we enjoy (nay, need) to experience a certain degree of whelmedness at all times. It is only when something is particularly impressive or disappointing that we feel the need to comment on it and the impect it has on our current levels of whelmly, causing to lurch above or below the level we normally enjoy.
