what do you think the dark knight armor has?
A single large electrical attack, some Invulnerability, and some heightened strength. Metabolic Strength and Speed maybe?
Hand in hand with the Metabolic Strength would be Energy Tanks. The armour needed an external power supply to operate at full Superman-pounding levels.
I don't know how to simulate draining power from the city's electrical grid, per se, but the Energy Tanks would represent a limited power supply.
There is an attribute (current sapper?) that allows you to draw energy from electrical sources (light poles, stop lights, etc.) The suit itself should probably not have metabolic SPEED, as Bruce wasn't crazy fast in it. I would give him body armor rather than invulnerable, that way it can be worn down over time. Standard punches, maybe a kick for some breathing room, but the suit itself was mostly just a stalling tactic....of course, he had kryptonite gauntlets, so you could give him the toxic attribute as well.
I thought he had Green Arrow shoot him with the kryptonite arrow, and the gauntlets were just to conduct the electrical charge.

Maybe I'm confusing the two different books...he uses K gauntlets in one.
