Rocksteady is slower and tougher, Bebop is a bit faster and lighter on his feet. They're both stupid and strong. Any thoughts? I feel like I may have their strength set a bit too high, but I'm not sure. I want them to be able to pick up a car....
Personally, I'd give Bebop a strength of 4 and Rock Steady a strength of 5. They are strong, but not that strong. Also, remember that anything above a 3 can lift a car. I usually keep that in mind while creating characters. Other than that, they seem pretty good to me.

re: hero files. They look good. They're both tanks pretty much, so, much like the beat em up turtles games, it'll be a game of get in, attack, get out in order to beat them - maybe you could give rocksteady the flawed invulnerability - or something like that... kind of like in the old games where you'd have to dodge him till he runs into something, then spam him when he's down.
