Based off the two pictures I'm thinking either male_basic or a more muscular body with syn's Quasar cape, and some kind of elongated capsule - maybe from Mr. Freeze? And it looks like he has double guns so you might need to do some keyframe editing here. The collar is tricky though. You might be able to skin it onto the capsule, off the top of my head I can't think of anything that looks like that.
Alright! I am confused. I haven't kept up with current story lines in almost a decade. When did Jason Todd come back, and why is he a villain? I thought one of the bragging points of the post-Crisis DC was that dead characters remained dead. What happened?

I would throw a collar like VXDrfate has and then just draw the rest of the collar onto the helmet.
The helmet from Eson the Searcher, one of Grenadier's Celestials (Marvel) meshes. As the Celestials are giant meshes, it needs to be reduced to 0.25 normal size (I've checked). Tommy's Luthor_warsuit_Apokalips has a collar that could come close, with tinkering. As Pod said, Syn's Quasar cape, or if the cape is scalloped like Batman's, I'd go with the cape from the prview pic of Tommy's Batman_new_tf mesh, which also drapes over the shoulders.
