If you just need to do conversions:

If you want to do any kind of editing, Audacity is probably the best freeware sound editor out there.

Audacity also supports the VST audio plug-in format (to a degree), which will give you a lot more options if you want to get creative. You can find a lot of free vst plugins here:

I second Audacity, I use it to create my fallout 3 radio stations.

And I use Audacity for my podcast... y'know, when I get around to recording it.
