I'm just realizing that the energy for my heroes and villains isn't recharging very quickly. I suspect I've messed something up. Where is the "energy fix" located? I can't find it.

The energy fix, which already comes as part of FFX, probably isn't your problem. It dealt with characters on the Rumble Room enemies list recharging too quickly because the game has a bug that sets their energy to 10, regardless of what it should be.
I don't know of a problem that causes both heroes and villains to recharge too slowly.
Keep in mind that, even with the fix, characters on the enemies list will recharge at a different rate than the squad characters. That's intentional and it varies with the game difficulty level.
