The eagle on the costume was mostly just a representation of "the freedom" his character represented.. plus he was given the costume by a image makeover guy so it was probably a slight nod to Captain America and the trend for tight leather movie costumes. The interesting thing is that eagle statues (see bottom photo above), paintings (on walls in background), figurines (in various rooms), and so forth kept popping up....which seemed to indicate that a symbolism theme was running thru the movie.
