Vampires! (Or "Does 'Nocturnal Avenger' Work?")

Hey guys, quick question. I have a vampire character that has a Strength of 2 and Speed of 1, with the 'Nocturnal Avenger' attribute set to increase Strength and Speed. How high does this attribute raise these stats?

Not a ton - I am not sure of the speed, but strength seems to be 1-2 points
