I've tried it with several different characters and can't tell what effect it has. Certainly there is no icon or state marker that appears on the targeted character. What does it actually do?

IIRC, "Rally the Troops" stimulates a group mental resistance boost, an effect which can also nullify panic status. Perhaps it seemed to have no effect because it would not have helped your party much at the time you used this power. *shrug*

partially correct. As defined in game:
Quotegives allies combat bonus, increased mental resistance, and cures panic.
There is an actual symbol in FFVTTR when the power is working correctly. I don't remember if it had a symbol in ff1, since you didn't specify, but I'm pretty sure the combat bonus and such was still intact. It just wasn't useful or very noticeable.
