It seems as though even the default option to the user is to use a tailor token, in actuality it is to pay influence. So, to use a token, the player must select the "Pay with Influence" button, and then select the "Use Free Tailor Token."
This is a bug and not intended game play and something that is actively being tracked for resolution.
