Title: What program do I need to make changes to skins?

I am looking to make some small changes to some skins. I mostly just want to add veins to arms to create a more vascular look. I like my heroes/villians to have muscular arms rippling with veins.

I use Corel Paint SHop Pro, but I heard you can you Photoshop just as well.

I should have asked if I can get a trial copy to do what I want to do. Nothing major just some cosmetic changes.

You could try using Gimp.

Or Paint.net
http://www.getpaint.net/index.html

Both are open source and free.
