I suspect its better news to casual gamers like myself than to the more hardcore gamer who may feel cheated out of their hard work. Then again, this may also encourage people who "pay" for powerlevelling services (and make their accounts vulnerable to abuse) to actually run through the levels themselves. Maybe I can actually get Krimson out of the 30s :P

30-40 has needed to go 50%-100% faster for a long, long time. That's one of the biggest reasons I stopped playing; I've got six characters stranded in the 30s with no exit in sight. The ratio of advancement compared to the time investment just isn't worth it.
Maybe they won't need "Double XP Weekends" anymore...
I have a feeling they're going to have to extend the maximum levels for some of the story arcs in some fashion. I've been noticing that when I go back to complete story arcs after levelling on other people's missions, the enemies are often blues, greens, and greys.
It isn't going to be entirely satisfying to outlevel a mission or story arc and have to revisit it via Ouroboros. Nobody likes forced autoexemplaring, especially if the level drop is acute.
