Yes they can, although it's not easy.
Mostly it takes a lot of work, and a lot of hexing. Alex has proved it's possible by converting (part of, at least) FF to FFVTTR.
And RMT has converted his Pulp Fiction mod.
It is not, however, for the faint of heart.
As one who assisted in a few little ways on both the above mentioned conversions, it can be done, but it's the little details that really cause the headaches. Weird python quirks, object quirks, positional marker quirks (I'm looking at you death marker when falling off building) etc...
Most of the stuff converts over easy enough to give you hope that it will work, but those little things that remain will break your optimism pretty fast.
That being said if you have the motivation and the patience to dink around with the stuff enough, you could probably have some success to a degree.

Goggles underestimates not only the help he provided, which was huge, but the breaking of optimism. It's more like it turns your soul black, eats it, regurgitates it, impregnates your mother with it, aborts the conception, and places what's left back in your body...
But, yeah, other than that, it can totally be done. :P
