Print Page - What is this happening?

This is happening off and on when I play http://i115.photobucket.com/albums/n301/captmorgan72/problemwithgraphic.jpg

Sometimes is does this and other times it does not. What is the cause of this and how can I fix it?

Converting the skin files from TGA to DDS usually fixes it.
