what am i need to do to put sound voices in FFX3?

It's only two pages, so take your time and read it. The first page has links to VPMax (versions 1 - 1.3) and gives you the correct install order. The second page has a link to version 1.4 (I think it's out). VPMax is a ton of voicepacks for the game, mostly generic, but some for specific characters. It can be taxing on memory, so you do not have to load every voicepack (just delete the ones you don't need/want).
VPMax also includes detailed instructions on how to load the voices.
BentonGrey also has some voicepacks (mostly for DC characters, I believe) available in his Yahoo Groups, the link is below his signature, so just look for one of his posts.
One more thing: I used to have performance issues on my older computer if I had too many voicepacks (i.e. 50+). I haven't noticed any posts on it, and it is not a problem for me now (I have all VPMax voices loaded), but it's something to keep in mind if you notice the game slow down after you add voicepacks.
