For meshing?

3DS max is what they use. You need some exporters from IR though.

Nothing fancy like maya ;)

If you are looking to just make static meshes and not characters, you can use Gmax or Blender with the Nif Plugins...

That just means a model without animations (or bones).

Would that be something that could be a weapon like a sword or axe or something to that effect that can then be imported into  :ffvstr: by whatever means, added to a mesh with nifskope and then skinned?

Probably - I don't really know what's possible with NIFSkope.

Yep. Weapons, Buildings, map objects etc...
Stuff like that.

ow_tiobe_sb has done a really good GMAX/nifskope tutorial for creating, skinning and exporting an object here:
