    Certain powers, in specific WEAKEN and STATIC CAGE, don't work at all. And everytime I open the FFX Control Centre, the Upgradable/Evolution is always in the character window regardless of whether or not that character has that attribute (which none of the do). How do I fix this?

Upgradable being always there is normal for FFX 2.6.

Weaken and Static Cage should work IIRC. Are you using them on area, direct or explosive projectiles? Is there any error in the script.log of a mission where yu try to use them?

     I only use them to on ranged, special, and melee (rarely) as the directions state, yet nothing. Well, static caged characters still move around, but the explosion power works if he's attacked. There might be a script error. Where would I look?

P.S.  Inner Reserves suddenly stopped working, too. WTF?

The script.log file is generated every time a mission starts. It's directly under C:\Program Files\Irrational Games\Freedom Force vs The 3rd Reich\

Epi indicated the FFVTTR path, but simple deduction would possibly lead you directly to:
