Or that's what it looks like, I tried replacing the nif but that doesn't work, mabey if I replace the keyframes things would be good but I can't seem to find them.
Also this is the only mesh I've ever seen this happen and I don't think this happened before :blink:

It's apparently a video card issue, and it happens when you have more than one copy of the same mesh onscreen at the same time. Try turning off the building shadows, that fixes it for some people. Or if you're feeling experimental, you can try the Nifskope fix that Tommy has on his site: http://tommyboymeshes.freedomforceforever.com/Ghost%20Mesh%20Fix%20Tutorial.html (doesn't work for all meshes, though).
