Could I make just one suggestion? I love the hero file, but I was just thinking that you should perhaps place the EP Cost for the simple kicks and punches as "trace" to show that it took at least a minimal amount of exertion to perform. Know what I mean?
If this hero files was designed with FFvTTR, then that is not possible.
Besides, I greatly frown on giving simple melee attacks trace energy even in that game.
For 3rd Reich, I think it's a good idea for every character to have at least one Zero Cost attack, so they don't just stand around if they get attacked while the player is busy managing someone else.
The only change I would suggest is to use "Glider" instead of "Ropeswinger", since Moon Knight has that cool glider-cape (at least he used to... I haven't read the latest series).
Well being a major scrapper I wanted to at least give him a punch and kick attack with low variance. Anyways I worked really hard on him but still expect more to come!
I think nocturnal is a real smart addition to his file, well done. I might be updating mine soon.
