Patriot City Error

I have not played this for a while, but now the alert() campaign error shows up when launching RR.  I have deleted the optins.dat ,reinstalled the mod, and ran the clean from FFXCC (several times each fix).  Still no luck.  I went as far as reinstalling the base vanilla and ffx, still nothing.  Did I miss any steps?  I am still going over older posts.  Final thought:  I had this same issue on a back-up tower after base vanilla re-install it worked perfectly.
